California announces mandatory restrictions to curb drought

Suffering a severe and long-lasting drought, California Gov. Jerry Brown ordered new and historic restrictions designed to reduce water use by 25 percent through 2016. The restrictions would affect water use for landscaping and lawns, farming, golf courses and more.
