Is Putin responsible for the IOC’s banned-athlete loophole?

Last week, the IAAF voted to ban Russia’s track and field team from competing at the Rio Olympics because of a widespread doping program. Tuesday, the International Olympic Committee upheld the ban, but added a loophole of sorts: the banned athletes can be reinstated if they pass follow-up drug tests administered in other countries.
