As track repairs begin again in Penn Station, the Gateway Tunnel Project might offer a lifeline from New Jersey to New York. But, it may be dead on arrival. Why? And should the subway shutdown at night for necessary track work? For overnight shift workers this might sound horrific, but is it necessary?
