Expert Panel Discussion: Understanding Prop 39

In October, AARP and the League of Women Voters held an event to discuss four of the 11 propositions -- all which are related to money and taxes -- on the November 6, 2012 California ballot. Panelists were Dr. Steven Wallace, Chair at UCLA's School of Public Health; Dr. Karen Lincoln, Associate Professor at USC's School of Social Work; and Tom Carson, League of Women Voters of Los Angeles. KCET's Val Zavala moderated.

In this discussion of Proposition 39, Val Zavala sets it up by explaining what a multi-state corporation exactly is -- think a fast food restaurant with locations in California and other states -- and how they currently pay taxes (hint: they have options and likely choose the one that hits their pocketbook the least). Then the panelists weigh in on the plusses and minuses of Prop 39, which could raise an additional one billion in revenue for the state.
