A 'fragmented' Taliban complicates aid for Afghan civilians

Even before the U.S. left Afghanistan, many of the 38 million people who live there were in dire need. Now, with the Taliban in charge, the job of aid groups is much harder. An unknown future awaits the tens of thousands who fled the country in recent weeks.
