New Law Ends ATM 'Junk Fees' for Low Balances

A new California law, AB 2017, prevents banks from charging penalties when ATM withdrawals are declined for insufficient funds. Consumer advocates say these fees, often over $30, disproportionately harm low-income Californians. This law is part of a broader effort to eliminate "junk fees."
