Black Rock-High Rock: The Negotiation Behind Conservation
A proposal to create Nevada’s Black Rock Desert-High Rock Canyon Conservation Area received much criticism directed at then-Sen. Harry Reid. Hunters, miners, ranchers and other groups opposed the bill. While Reid and chief of staff Kai Anderson listened to the public, the most significant progress in protecting this wilderness area was made in closed-door conversations with broad constituencies.
