About 13 percent of people who live in Southern California are not online at all, and another 8 percent still use a dial-up connection. The disconnect comes down to dollars; those who can afford internet service, smart phones, and computers are the ones that are best able to succeed in accessing the latest services, jobs, and even applying to college.
