Deadly Charleston shooting rocks nation

A shooting at a historically black church in Charleston, South Carolina, has left nine people dead and a community shaken. The suspected shooter, Dylann Roof, is white; all the victims are black. Was this a hate crime, and does it reflect increasing racial tensions in America?
