Laws that target the homeless on the rise

Like many cities with temperate climates Sarasota, Fla., is struggling with a growing homeless population. A lawsuit against the city argues that the issuance of citations for sleeping outside has criminalized homelessness. Special Correspondent Karla Murthy reports.
