Low-income families struggle to cope with cool temperatures

As winter drags on, many low-income families are struggling to pay their energy bills. In North Carolina, local governments are partnering with private nonprofit organizations to try to find new ways to help poor families stay warm. NewsHour's Stephen Fee reports.
