Why Barney Frank Wanted to Go Slow on Same-Sex Marriage

Barney Frank, D-Mass., explains his initial position on same-sex marriage in 1996, saying that the enthusiasm of some gay rights advocates led them to be tactically and strategically unwise, which prompted Republicans to pass the Defense of Marriage Act.
