Record-breaking Harvey overwhelms Houston area

Southeastern Texas has been pushed to the brink, as torrents poured through downtown Houston, aging dams and a levee overflowed and rescue crews worked through the night. Tropical Storm Harvey continues to soak up moisture and is expected to make a second landfall, dumping more rain, on Wednesday. The NewsHour’s PJ Tobia reports from Houston.
