Will conflicting health care law rulings head to high court?

The federal court of appeals based in Washington ruled that the Affordable Care Act does not allow policyholders who get insurance through the federal exchange to qualify for subsidies. A separate ruling, issued hours later by a federal appeals court in Virginia, said federal exchanges policies do qualify.
