Would safe zones stop refugees from sailing to Europe?
While the UN Refugee Agency is urging the European Union to adopt an emergency action plan on the intensifying migrant crisis in the Mediterranean, a bipartisan group of U.S. senators has sent a letter to President Obama on the possibility of setting up safe zones for refugees in Syria.
