News Wrap: Winter storm dumps heavy snow in the South

In our news wrap Monday, a winter storm departed the South after dumping heavy snow and killing at least three people. More than a foot of snow fell in parts of North Carolina, causing widespread power outages and fears of potential flooding. Also, 164 countries signed a non-binding resolution intended to ensure safe movement for migrants. It came after two years of negotiation among UN members.
