Santa Monica Hopes Happiness Can 'Buy' Money

Money can't buy happiness, but happiness just might get the City of Santa Monica $5 million for their proposed "Wellbeing Index Project". It's all part of Bloomberg Philanthropies' Mayor's Challenge.
